Our experience on the government Customs Process Automation (CPA) contract is a stalwart example in successful cloud migration. For this, we developed a solution for connecting a data feed to the new CPA application by leveraging Amazon Web Service (AWS) Lambda to pull data and kick-off a database extract-transfer-load (ETL) procedures.This effort included the development of Infrastructure as Code (IaC) Cloud Formation scripts and Chef cookbooks to automate the deployment of AWS Elastic Compute Cloud (EC2) instances, AWS Relational Database Services (RDS), network configuration, security configuration, and AWS Simple Storage Solution (S3) buckets. Utilizing AWS native tools, our automation efforts increased efficiency (in future development and test cycles), reduced cost of operation, and provided a resilient system.

We created cost savings by using the IaC developed automation scripts to stand up copies of the environment for security patch testing to prevent downtime in the development environment. The automation allows for the decommissioning of those instances (in seconds) when we are done with the testing—so that the government is not charged for continued use of those cloud virtual machines. Our backup approach has saved the government a minimum of $20,000 annually (as calculated by AWS during audit of our approach) by backing up system files and the database to a separate AWS Availability Zone (AZ) versus replicating all operations.

Our experience on the Global Decision Support System (GDSS) contract examples our solution for a multi-tiered, active/active replication solution. In this case we deploy Oracle GoldenGate, allowing for virtually unlimited master data sources for maximum availability, survivability, and redundancy. Multiple tiers provide information replications across security domains and into multiple environments. We host all 14 applications that interface with GDSS within the Enclave environment, which includes all the hardware required to support the system. Our cybersecurity development covers both the Non-Classified Internet Protocol Router and the Secret Internet Protocol Router Network of the GDSS—ensuring that all development complies with DoD cybersecurity requirements. We continue to have had no cybersecurity issues in the 5+ years on the GDSS contract.

Our experience on the $175M Enterprise Architecture, Data, and Engineering (EADE) contract is a good example of our engineering team developing, enhancing, and monitoring of Active Directory Federated Services (ADFS) to support enterprise-wide systems integration of single sign-on, PKI, PIV, and Identity Management for our clients Amazon Web Service (AWS) Gov Cloud environment. Our approach includes tools like CloudFormation (Infrastructure as Code, IAC), Chef, and Amazon Machine Instances (AMI—integrated with a range of AWS services such as Elastic Compute Cloud (EC2), Simple Storage Service (S3), Relational Database Service (RDS), Lambda, Network Load Balancer (NLB), CloudWatch, and CloudTrail. For integration resource management, we employ a dedicated ADFS solution to manage the AD forest. As the client requires isolation of administrative capability to internal Virtual Desktop Instances (VDI), we leverage ADFS’ low cost and ease of integration with AWS Identity and Access Management (IAM) as a perfect solution, saving our client money in the long term.

A recent example is our work is on patient healthcare data mining, data analysis, and testing, which we performed within a secure, FedRAMP cloud data environment with Amazon Web Service (AWS) for hypothesis testing of extended drug use on comorbidity rates and econometric projections of socioeconomic costs borne by probable medical misfeasance. We utilized secure Virtual Private Clouds (VPC) for these types of Big Data computational services to quickly scale computations as needed, as well as for protection of private personal information (PPI). We successfully installed and configured AWS Cloud Watch & Cloud Trail to audit all transactions (e.g., account login, data access, read/write/delete)—writing 1000-plus pages of fully verifiable code, all of it with chain of custody/lineage for easy walk-through and verification. We tested hypotheses with anonymized personally identifiable information (PII) data (n = 10 million), presenting our results four months ahead of schedule, which allowed our client to save on costs of approximately $10k per month and conclude their analysis early.

An example of Agile software development is from our current GDSS contract, where we apply a hybrid DevSecOps approach, bringing the development team and client operations teams together for managing end-to-end engineering processes. We first follow the client’s lead in their traditional Waterfall process through the establishment of the Allocated Base Line (ABL). Once the ABL is defined and a Release Service Agreement (RSA) is provided, we transition to DevSecOps while applying an Agile approach for the benefits of its iterative process. We input the ABL stories into JIRA for end-to-end software requirements tracking. Our team applies a Scrum methodology iterating over Sprints to establish the Software Development Baseline. TortoiseSVN is the primary repository for software and documentation throughout the release process. TortoiseSVN provides a centralized repository of information. We make sure that our client participates as a product owner/user at two distinct points: (1) The Iteration Planning Phase and (2) the Sprint Demonstration Phase. This participation drives potential changes and/or adjustments to derived requirements (stories) of Change Requests (CR) specified in the RSA or possibly the introduction of new CRs or removal of existing CRs. The team factors mutually agreed upon adjustments into subsequent Sprints for successful software release.
